Conrail Acquisition—License Review and Environmental Impact Statement
Charles served as project coordinator for the environmental review of the Norfolk Southern and CSX railroads’ application to the federal Surface Transportation Board (STB) for the acquisition and subsequent division of Conrail’s assets.

Charles coordinated the technical work of more than 120 staff from two major engineering firms to ensure a prompt, thorough review of environmental impacts and mitigation for railroad operations on more than 44,000 miles of rail lines and at related facilities throughout the eastern and Midwestern United States. 

Charles’ pivotal role as communications manager and program coordinator involved facilitating dialogue and developing new policies and environmental review strategies among the Section of Environmental Analysis, study team members, the applicants and acquired railroad, and the affected communities.

The draft and final environmental reviews, including negotiated mitigation agreements with the most affected communities, were completed in 13 months.​
